Special Issues Director

Bio: Michelle Fadele is a senior at Chesapeake High School. She has been involved in the student council since 7th grade and enjoys each moment of it throughout her years. She is glad to be serving in various roles at the school and county levels. She serves as the President of the Chesapeake High School Student Government Association (SGA), Class of 2026, and the Key Club. She is excited to serve as President for the Chesapeake Regional Association of Student Council (CRASC).

In her free time, Michelle enjoys photography, video editing, and spending time with her family and friends. Michelle is excited to collaborate with students from across the state and to work with the Special Issues Department.


Vibha Nanduri
Bel Air High School
Harford County

Environmental Affairs Coordinator

Bio: Vibha Nanduri is a junior at Bel Air High School in Harford County, where she is enrolled in her school’s Biomedical program. She is thrilled to continue her second term as Environmental Affairs Coordinator. She has served as her class president since the beginning of her high school journey. At the regional level, she is serving a the vice-president for Harford County Regional Association of Student Councils (HCRASC)!

Outside of student leadership, she is involved in her school’s competitive environmental club, Envirothon, where she aims to expand her knowledge and address Maryland’s growing environmental issues. In her free time, she loves volunteering, trying new foods, and performing music in her community!


Saan Rhyne
Eastern Technical High School
Baltimore County

Environmental Affairs Coordinator

Bio: Saan Rhyne is a sophomore at Eastern Technical High School in Baltimore County, where he is enrolled in the Law & Public Policy program. He has been involved in student advocacy since sixth grade, and this is his second year serving as an Environmental Affairs Coordinator for MASC. At the regional level, he serves as a Legislative Affairs Coordinator for the Baltimore County Student Councils (BCSC).

Outside of student leadership, Saan is interested in cybersecurity and is a CyberPatriot national finalist. He also trains in Seido karate. This year, Saan is excited to strengthen MASC’s environmental advocacy efforts and hopes to help other students access the same leadership opportunities that have shaped him.


Jessica Taylor
Rockville High School
Montgomery County

Wellness Coordinator

 

Bio: Jessica (Jess) is a junior at Rockville High School in Montgomery County. For the past two years, she has notably served as the Montgomery County Regional Student Government’s “Drug and Opioid Task Force Coordinator” working to end substance abuse. With her work in substance abuse, she has also worked in the Department of Health and Human Services “BTheOne” program since she was 16. She is involved with her local and state community, serving as Rockville High School’s class of 2027 president for the past 3 years.  She is also a MASC workshop presenter. Jess is a hard-working student, working two part-time jobs, along with managing her work in organizations and student advocacy.


Victoria Kaprielian
Winston Churchill High School
Montgomery County

Wellness Coordinator

Bio: Victoria Kaprielian is a passionate student advocate who leads with purpose and compassion. She serves as the head coach of her school’s competitive Ethics Bowl team, where she enjoys engaging in meaningful ethical discussions. Victoria is deeply committed to promoting wellness and substance abuse awareness at the local, state, and national levels through her leadership in several student-led organizations. Outside of her advocacy work, she loves exploring the city of Washington, D.C., and is always on the lookout for new music to enjoy on long car rides.


Valerie Turcios Quinteros
Gov. Thomas Johnson High School
Frederick County

Service Coordinator

Bio: Valerie Turcios Quinteros is a Senior at Gov. Thomas Johnson High School in Frederick County, who aims to combine service and leadership in all aspects of her life. Valerie wears many hats around her school, like being the President of the Student Government Association and Model United Nations, a council member for the National Honor Society, and a Student Ambassador for No Place for Hate. Outside of school, she enjoys volunteering for City Youth Matrix, a local nonprofit that focuses on removing barriers so that all children can experience enrichment opportunities. She is a four-time Ben Carson Scholar and was recognized as a 2025 Hall of Fame Candidate for the Leukemia and Lymphoma Society.

In her free time, Valerie enjoys reading, watching movies, and playing the guitar. Valerie is excited to connect with student leaders all around Maryland who share a similar passion for service; throughout this position, she strives to involve more people in all the great aspects of community service and Maryland Association of Student Councils.


Bethelhem “Betty” Michael
Northwood High School
Montgomery County

Service Coordinator

 

Bio: Betty is a junior at Northwood High School in Montgomery County. She has been involved in the Student Government Association (SGA) since the fourth grade and has remained interested in it ever since. She currently serves as her school’s Class of 2027 Secretary and is also a member of her school’s cheerleading team. In addition, she holds the position of Social Coordinator on the Montgomery County Regional Student Council (MCR) Executive Board. She is a member of the Minority Scholars Program (MSP) and occasionally volunteers at the food bank!

In her free time, Betty enjoys hanging out with friends, going out, watching movies, listening to music, and connecting with people! She’s excited in her role as MASC’s Service Coordinator! As someone passionate about leading service initiatives, she is making a positive impact across Maryland and helping support communities in meaningful ways.
